Introduction
In many transformation programmes, failure does not always appear loudly. Instead, it emerges quietly — progress slows, decisions take longer, and delivery begins to drift without clear warning signs.
This is what we refer to as the “silent stall”. It is one of the most common yet least visible challenges in large-scale programmes, where everything appears to be moving, but very little is actually being delivered.
When progress stops, but nothing looks broken
Unlike obvious programme failures, a silent stall does not trigger immediate concern. Plans still exist, meetings continue, and reporting may still show activity.
However, beneath the surface, momentum is lost. Teams become misaligned, priorities shift without clarity, and accountability starts to weaken.
Over time, this creates a gap between strategy and execution that becomes harder to close.
